Russian foreign Minister Sergei Lavrov called on Kiev to stop playing tricks on everyone and start implementing the Minsk agreements. The foreign Minister said this in an interview with the Trud newspaper, RIA Novosti reports.
According to the Minister, this document, which was approved by the UN security Council and signed by Ukraine, contains a provision on constitutional reform, which involves the decentralization of power and securing the special status of certain districts of the Donetsk and Luhansk regions. The Minister noted that giving special status to these territories is the key to resolving the crisis in Ukraine and resolving security, socio-economic and humanitarian issues.
Lavrov also added that Ukraine comes up with some excuses every time and does not fulfill its obligations. So, according to the Minsk agreements, the updated Constitution was supposed to come into force by the end of 2015.
Earlier, Lavrov called on the European Union to facilitate the implementation of the Minsk agreements by the Ukrainian authorities. Following a meeting with the heads of diplomatic missions of the European Union member States and the head of the EU representation in Russia, the Minister noted the need for a non-discriminatory approach to ensuring the language and educational rights of all residents of Ukraine.
Negotiations on the military conflict in the Donbas have been held in Minsk since 2014. In February 2015 in the capital of Belarus was held a meeting of leaders “Norman Quartet” (Ukraine, Russia, France, Germany), the results of which were adopted by the so-called Minsk agreement, which provide, inter alia, ceasefire and prisoner exchange.
